TY - JOUR AU - Dijkstra, A. AB - A. GESKE DIJKSTRA REVISITING UNDP’S GDI AND GEM: TOWARDS AN ALTERNATIVE (Accepted 6 December 2001) INTRODUCTION This aim of this paper is twofold. First, it provides a critical review of the two gender equality measures that have been developed by UNDP in its 1995 Human Development Report (UNDP, 1995). Until now, most academic attention has been directed to the Gender- related Development Index (GDI) and much less to the Gender Empowerment Measure (GEM). In identifying strengths and weak- nesses of both indices, and especially on the GEM, the paper brings new insights to the fore. The second aim of the paper is to develop a new alternative measure of gender equality. This new measure, the Standardized Index of Gender Equality (SIGE) draws on the good aspects of GDI and GEM while at the same time attempting to avoid their methodological limitations. The measurement of gender inequality in societies has become an important topic in the academic literature. One reason is that gender equality is an important issue in itself. National and regional governments, as well as citizens and NGOs are concerned about eliminating gender discrimination and improving the relative situ- ation of women.
