Easton uality began to emerge as a key management focus in the U.S. around 1980. This emergence was primarily in manufacturing companies that were suffering severe foreign competitive pressure, most notably from Japan. Since that time, "quality management" has coalesced into a major management movement which has influenced nearly every industry. "Quality management," in this context, means the recognition by senior management that quality is a key strategic issue and therefore an important focus for all levels of the organization. Creation of the Malcolm Baldrige National Quality Award by Congress in 1987 contributed to the national visibility of quality management and thus to the momentum of the U.S. quality management movement. Much of the U.S. quality movement is based on tools and techniques which have been key features in the development of Japanese quality man­ agement over the last forty years. Many of these techniques, such as sta­ tistical process control, were originally developed in the U.S. Japanese management approaches, such as widespread employee involvement in quality improvement tearns, have also been adopted by many U.S. com­ panies.
