London: Earthscan, 1997. Striking a Balance is really the first book of its kind. Its subject matter— the management of nongovernmental development organizations in developing countries, here termed NGDOs—is increasingly relevant to those interested in wider development policy as well as to those concerned broadly with the third sector. Despite the recent explosion of writing on NGDOs, there has been very little attention paid to the management of such organizations, with the current literature instead focusing on their roles in development (Lewis, 1998). This is quite a dense and complex volume (a point to which I return later) and it is useful first to summarize briefly the key arguments. The book begins with two preliminary chapters that set the scene. Taking these in reverse order (which seems more logical to me), the second introductory chapter offers a definition of NGDOs as a subset of voluntary sector organizations whose presence is "legitimised by the existence of poverty" and which are linked to the international aid system.
