This presents problems owing to the difficulties of obtaining estimates of the resident populations in the race groups and the small numbers involved. In areas where most of the non-white population lived, for those aged 11–21 whites had higher arrest rates than both Asians and blacks, but in the remainder of the city blacks had higher rates. Problems of interpretation are discussed.
