His research interests include research utilization in educational policy and practice, qualitative research methodology, instructional leadership, and educational evaluation. Frances C. Fowler is an associate professor of educational leadership at Miami University of Ohio. Her primary research interests are educational policy and politics, school choice, and comparative education policy. Dr. Fowler recently authored a textbook titled Policy Studies for Educational Leaders: An Introduction (Prentice Hall, in press). Margaret Grogan is an assistant professor in the Curry School of Education at the University of Virginia. Her primary research interests are women lead- ers, the moral and ethical dimensions of leadership, and the superintendency.
