Key in 1949--how do we allocate funds to one program instead of the other? Over the years we have probed Key’s riddle and transformed it into an enigma. This symposium explores this enigma further and deepens the mystery by adding the consideration of how we decide to obtain the funds as well as allocate them. Are we closer to
