The Sargasso Sea Commission: An Innovative Approach to the Conservation of Areas beyond National Jurisdiction David Freestone and Faith Bulger Sargasso Sea Commission, Washington, D.C., USA On 6 August 2014, the Government of Bermuda announced the appointment of the first Sargasso Sea Commission. 1 The Commission is the creature of the Hamilton Declaration on Collaboration for the Conservation of the Sargasso Sea signed in Bermuda in March 2014. 2 The Hamilton Declaration is the first non- binding instrument to establish a framework for its signatory governments to work together through existing international organizations and other partners to minimize the adverse effects of human activities in an ecosystem that lies primarily in an area beyond national jurisdiction (ABNJ).
