The Sargasso Sea Commission: An Innovative Approach to the Conservation of Areas beyond National Jurisdiction David Freestone and Faith Bulger Sargasso Sea Commission, Washington, D.C., USA On 6 August 2014, the Government of Bermuda announced the appointment of the first Sargasso Sea Commission. 1 The Commission is the creature of the Hamilton Declaration on Collaboration for the Conservation of the Sargasso Sea signed in Bermuda in March 2014. 2 The Hamilton Declaration is the first non- binding instrument to establish a framework for its signatory governments to work together through existing international organizations and other partners to minimize the adverse effects of human activities in an ecosystem that lies primarily in an area beyond national jurisdiction (ABNJ). The Hamilton Declaration provides that the Government of Bermuda, after consultation with the signatories and collaborating partners, will establish the Commission “composed of distinguished scientists and other persons of int - er national repute committed to the conservation of high seas ecosystems that would serve in their personal capacity.”3 The role of the Commission members, as set out in Annex II of the Declaration, is to “exercise a stewardship role for the Sargasso Sea and keep its health, productivity and resilience under http://www.deepdyve.com/assets/images/DeepDyve-Logo-lg.png Ocean Yearbook Online Brill
