THE GREENHOUSE MARATHON: A PROPOSAL FOR A GLOBAL STRATEGY A Guest Editorial With the presentation and wide acceptance of the findings of the report of the Inter- governmental Panel on Climate Change (Houghton et al., 1990) the marathon to limit climate change has started. However, this marathon race is not over forty kilometers, but it will take over forty years. To make this global marathon successful, we need a goal, a route and a good start (Vellinga and Swart, 1990). The Goal To direct our efforts and to keep us motivated we need a common vision of long term goals and objectives. The Noordwijk Ministerial Declaration on Climate Change of November 1989 (Ministry of Housing, 1989) gives us an indication of such a goal: For the long term safeguarding of our planet and maintaining its ecological balance, joint effort and action should aim at limiting or reducing emissions and increasing sinks for greenhouse gases to a level consistent with the natural capacity of the planet. Such a level should be reached within a timeframe sufficient to allow ecosystems to adapt naturally to climate change, to ensure that food production is not threatened and permit economic activity to develop in
