This article presents an overall view of voluntary action groups in Leon,Guanajuato, Mexico, a light industrial city of some 720,000 inhabitants. During1983-84, 354 groups were identified, and 98 of them were studied in depth. Laborunions, cooperatives, neighborhood associations, and small savings clubs werefound to be of substantial importance among lower income groups. Important relationships were discovered between government and voluntary agencies, many ofthem competitive or co-optative. The paper includes some comparisons betweenLeon and Neuquen, Argentina, where the author studied voluntary associations in1981-82.
