The Intergovernmental Panel on Climate Change (IPCC) was established in 1988 by the World Meteorological Organization and the United Nations Environment Programme with the objectives of (i) assessing the available scientific information on climate change, (ii) assessing the environmental and socio-economic impacts of climate change, and (iii) formulating response strategies. Three Working Groups were set up to investigate these aspects and their conclusions were published in 1990 in The IPCC First Assessment Report. This report (Houghton, et a/., 1990) represents an unparalleled cooperative effort between hundreds of scientists worldwide and has now become a standard work of reference. (see Int. J . Climatol., 1991, pp. 457-463 for reviews). Recognizing, however, that such a work can maintain its status and usefulness only by keeping abreast of ongoing research the Panel requested the working groups to produce updates of their reports addressing their 1990 conclusions in the light of subsequent data, results and new issues.
